ARTICLE 1 - DEFINITIONS; GENERAL

The following words and phrases, when used in this Chapter, shall for the
purpose of this Chapter, have the meanings respectively ascribed to them in this
Article:
SECTION 61.1.1. GENERALLY.
All definitions contained in the Vehicle Code of this State are
incorporated by reference.
SECTION 61.1.2. BUS ZONE.
The space adjacent to a curb reserved for the exclusive use of buses
during the loading and unloading of passengers.
SECTION 61.1.3. CONTROLLED HIGHWAY.
A controlled highway is a highway or portion thereof at the entrance to
which signals, stop or yield signs have been placed.
SECTION 61.1.4. LOADING ZONE.
The space adjacent to a curb reserved for the exclusive use of vehicles
during the loading or unloading of passengers or materials.
SECTION 61.1.5. MAIL DEPOSIT ZONE.
The space adjacent to a curb reserved for the exclusive use of depositing
mail from an automobile into an official snorkel collection box.
SECTION 61.1.6. OFFICIAL TIME STANDARD.
Whenever certain hours are named herein, they shall mean standard time or
daylight saving time as may be in current use by this City.
SECTION 61.1.7. PARKWAY.
That portion of a street other than a roadway or a sidewalk.
SECTION 61.1.8. PASSENGER LOADING ZONE.
The space adjacent to a curb reserved for the exclusive use of vehicles
during the loading or unloading of passengers.
SECTION 61.1.9. PEDESTRIAN.
Any person afoot.
SECTION 61.1.10. SERVICE ROAD.
That portion of the roadway within the highway right-of-way parallel with
and adjacent to the main through highway and generally used as a buffer and a
collector street for the abutting property.
SECTION 61.1.11. TRUCK.
For the purpose of this Chapter “truck” is any vehicle
designed or operated for the transportation of property, and whose combined body
and load weight exceed 8,000 pounds (4 tons).
ARTICLE 2 - ADMINISTRATION
SECTION 61.2.1. DUTIES OF THE POLICE DEPARTMENT GENERALLY.
a) Accident Reports. The Police Department shall maintain a suitable system
of filing traffic accident reports. Such reports shall be available for the use
and information of the Traffic Engineer.
b) Annual Traffic Report. Information to be shown. The Police Department
shall annually prepare a traffic report which shall be filed with the Clerk of
the City Council. Such report shall contain information on traffic matters in
this City as follows:
1) The number of traffic accidents, the number of persons killed, the
number of persons injured and other pertinent traffic accident data:
2) The number of traffic accidents investigated and other pertinent data on
the safety activities of the Police; and
3) The plans and recommendations of this Traffic Division for future
traffic safety activities.
SECTION 61.2.2. THE TRAFFIC DIVISION.
a) Establishment. The Traffic Division is hereby established in the Police
Department of this City under the control of the Chief of Police.
b) Duties of the Traffic Division. The Traffic Division shall with such aid
as may be rendered by other members of the Police Department:
1) Enforce the traffic regulations of this City, all State vehicle laws
applicable to traffic in this City and all other vehicle laws applicable to
traffic in this City;
2) Make arrests for traffic violations, investigate traffic accidents and
cooperate with the City Traffic Engineer and other officers of the City in the
administration of the traffic laws and in developing ways and means to improve
traffic conditons;
3) Whenever the accidents at any particular location become numerous,
cooperate with the City Traffic Engineer in conducting studies of such accidents
and determining remedial measures; and
4) Carry out those duties specially imposed upon said division by this
Chapter and the traffic ordinances of this City.
SECTION 61.2.3. CITY TRAFFIC ENGINEER.
a) Establishment. The Office of City Traffic Engineer is hereby
established.
b) Duties of Traffic Engineer. The City Traffic Engineer shall:
1) Determine the proper installation and maintenance of traffic control
devices and signals;
2) Conduct engineering analysis of traffic accidents and devise remedial
measures:
3) Conduct engineering and traffic investigations of traffic
conditions;
4) Cooperate with other City officials in the development of ways and means
to improve traffic conditions; and
5) Have the exclusive power and duty to place and maintain, or cause to be
placed and maintained, official traffic control devices and signals when and as
required or authorized by law.
ARTICLE 3 - ENFORCEMENT
SECTION 61.3.1. ENFORCEMENT OF CITY TRAFFIC LAWS.
The officers of the Police Department or such officers as are assigned by
the Chief of Police shall enforce all street traffic laws applicable to street
traffic in this City.
SECTION 61.3.2. DIRECTION OF TRAFFIC.
Officers of the Police Department, or such officers as are assigned by the
Chief of Police, or any other City employee, in the performance of his official
duties, are hereby authorized to direct all traffic by voice, hand or signal, in
conformance with traffic laws; all other persons are expressly forbidden from
such direction.
SECTION 61.3.3. ENFORCEMENT OF PROVISIONS ON PRIVATELY OWNED AND MAINTAINED ROADS.
The City may, by resolution, declare that the provisions of this Chapter
and the provisions of the California Vehicle Code apply to private roads; such
resolution shall be passed pursuant to and expressly limited by the provisions
of California Vehicle Code 21107.5 with respect to roads open to public use or
California Vehicle Code 21107.7 with respect to roads not open to public
use.
SECTION 61.3.4. REMOVAL OF CHALK MARKS.
No person shall remove, obliterate or conceal any chalk mark or other
distinguishing mark used by any police officer or other employee or officer of
this City in connection with the enforcement of the parking regulations of this
Chapter.
SECTION 61.3.5. EXEMPTIONS AS TO EMERGENCY, ETC. VEHICLES.
The provisions of this Chapter regulating the operation, parking and
standing of vehicles shall not apply to any vehicle of the Police or Fire
Department, any public ambulance or any public utility vehicle or any private
ambulance, which public utility vehicle or private ambulance has qualified as an
authorized emergency vehicle, when any vehicle mentioned in this Section is
operated in the manner specified in the Vehicle Code in response to an emergency
call. The foregoing exemptions shall not, however, protect the driver of any
such vehicle from the consequences of his willful disregard of the safety of
others. The provisions of this Chapter regulating the parking or standing of
vehicles shall not apply to any vehicle of a City department or public utility
while necessarily in use for construction or repair work or any vehicle owned by
the United States while in use for the collection, transportation or delivery of
the United States Mail.
SECTION 61.3.6. REPORTS OF DAMAGE TO CITY, ETC. PROPERTY.
a) The driver of a vehicle or the person in charge of any animal involved
in any accident resulting in damage to any property publicly owned or owned by a
public utility, including, but not limited to any fire hydrant, ornamental
lighting post, telephone pole, electric light or power pole, or resulting in
damage to any ornamental shade tree, traffic control device or other property of
a like nature located in or along any street, shall, without unnecessary delay,
make a written report of such accident to the Police Department of this
City.
b) Every such report shall state the time when and the place where the
accident took place, the name and address of the person owning and of the person
driving or in charge of such vehicle or animal, the license number of every such
vehicle, and shall briefly describe the property damaged in such
accident.
SECTION 61.3.7. DRIVING ON SIDEWALK AREA OR PARKWAYS.
Except as otherwise provided, the driver of a vehicle shall not drive
within any sidewalk area or any parkway.
SECTION 61.3.8. DRIVING ON NEW PAVEMENT OR FRESHLY PAINTED MARKING.
No person shall ride or drive any animal or any vehicle over or across any
newly made pavement or freshly painted marking in any street or sidewalk when a
barrier or sign is in place warning persons not to drive over or across such
pavement, sidewalk or marking, or when a sign is in place stating that the
street or any portion thereof is closed.
SECTION 61.3.9. DRIVING ONTO OR FROM LIMITED ACCESS ROADWAYS.
No person shall drive a vehicle onto or from any limited access roadway
except at such entrances and exits as are established by public
authority.
SECTION 61.3.10. CERTAIN LOADS PROHIBITED.
It shall be unlawful for any person to propel or cause to be propelled,
any motor or other vehicle within the City which shall have any material
attached thereto in such a manner as to allow the same to drag upon the street
over which such vehicle passes.
SECTION 61.3.11. VEHICLES USING PRIVATE DRIVEWAYS.
No person shall operate or drive a vehicle in, on or across any private
driveway approach or sidewalk area or the driveway itself without the consent of
the owner or occupant of the property, provided that where entry is for the
purpose of doing business on the premises such consent shall be
implied.
SECTION 61.3.12. REPLACEMENT OF HIGHWAY FLARES.

Any member of the Police Department may give flares
to any person as replacement for flares used by such person to warn traffic of
an accident or any hazardous condition on a highway, provided that such person
was not required by law to give such warning. The officer shall not replace such
flares unless he is reasonably satisfied that such person in fact placed the
flares for which replacement is requested. Replacement of flares shall be in
lieu of any other reimbursement for said flares.
ARTICLE 4 - TRAFFIC CONTROL DEVICES
SECTION 61.4.1. INSTALLATlON OF TRAFFIC CONTROL DEVICES.
a) Whenever the Vehicle Code of this State requires for the effectiveness
of any provision thereof that traffic control devices be installed to give
notice to the public of the application of such law, the City Traffic Engineer
is hereby authorized to install the necessary devices subject to any limitations
or restrictions set forth in the law applicable thereto.
b) The City Traffic Engineer may also place and maintain such additional
traffic control devices as he may deem necessary to regulate traffic or to guide
or warn traffic, but he shall make such determination only upon the basis of
traffic engineering principles and traffic investigations and in accordance with
such standards, limitations and rules as may be set forth in the traffic
ordinances of this City or as may be determined by ordinance or resolution of
the City Council.
SECTION 61.4.2. HOURS OF OPERATION.
The City Traffic Engineer shall determine the hours and days during which
any traffic control device shall be in operation or be in effect, except in
those cases where such hours or days are specified in this Chapter.
SECTION 61.4.3. LANE MARKINGS ON ROADWAYS.
The City Traffic Engineer is hereby authorized to mark centerlines and
lane lines upon the surface of the roadway to indicate the course to be traveled
by vehicles and may place signs temporarily designating lanes to be used by
traffic moving in a particular direction, regardless of the centerline of the
highway. Where authorized signs have been placed designating off-center traffic
lanes, no person shall disobey the instructions given by such signs.
SECTION 61.4.4. INSTALLATION OF TRAFFIC SIGNALS.
a) The City Traffic Engineer shall install and maintain official traffic
signals at those intersections and other places where traffic conditions require
that the flow of traffic be alternately interrupted and released in order to
prevent or relieve traffic congestion or to protect life or property from
exceptional hazard.
b) The City traffic Engineer shall ascertain and determine the locations
where such signals are required by field observation, traffic counts, and other
traffic information as may be pertinent; his determinations therefrom shall be
made in accordance with those traffic, engineering and safety standards and
instructions set forth in the California Maintenance Manual issued by the
Division of Highways of the State Department of Public Works.
SECTION 61.4.5. AUTHORITY TO REMOVE TRAFFIC CONTROL DEVICES.
The City Traffic Engineer may remove, relocate or discontinue the
operation of any traffic control device not specifically required by State law,
this Chapter or any other ordinance of the City whenever he shall determine in
any particular case that the conditions which warranted or required the
installation no longer exist or obtain.
SECTION 61.4.6. ERECTION OF STOP SIGNS.

Whenever the City Traffic Engineer determines upon
the basis of a traffic study and engineering principles that mandatory stop
control and right-of-way assignment is necessary, he may designate any City
street or portion thereof as a through street and may erect stop signs at
entrances thereto. He may designate any City intersection at which vehicles are
required to stop and may erect stop signs at one or more entrances
thereto.
SECTION 61.4.7. SERVICE ROAD.

a) For the purpose of traffic control, a service road shall be a separate
roadway and all control thereon shall be independent of the controlled
highway.
b) Whenever a service road intersects a street which in turn intersects
that street which is parallel to the service road, the City Traffic Engineer
shall cause to be placed, stop signs controlling the approaches of the service
road.
SECTION 61.4.8. ONE-WAY STREETS AND ALLEYS.
Whenever any ordinance or resolution of this City designates any one-way
street or alley, the City Traffic Engineer shall place and maintain signs giving
notice thereof, and no such regulations shall be effective unless such signs are
in place. Signs indicating the direction of lawful traffic movement shall be
placed at every intersection where movement of traffic in the opposite direction
is prohibited.
SECTION 61.4.9. TURNING SIGNS.
The City Traffic Engineer is authorized to place markers, buttons or signs
within or adjacent to intersections indicating the course to be traveled by
vehicles turning at such intersections, and such course to be traveled as so
indicated may conform to or be other than as prescribed by this Code or any
other law or ordinance.
SECTION 61.4.10. OBEDIENCE TO TRAFFIC SIGNS.
When authorized markers, buttons or other indications are placed within an
intersection indicating the course to be traveled by vehicles turning thereat,
no driver of a vehicle shall disobey the directions of such
indications.
SECTION 61.4.11. RESTRICTED TURN SIGNS.
The City Traffic Engineer may determine those intersections at which
drivers of vehicles shall not make a right, left or U-turn, and shall place
proper signs at such intersections. The making of such turns may be prohibited
between certain hours of any day and permitted at other hours, in which event
the same shall be plainly indicated on the signs or they may be removed when
such turns are permitted.
SECTION 61.4.12. YIELD RlGHT-OF-WAY SIGNS.

The City Traffic Engineer is authorized to place
Yield Right-Of-Way Signs at those intersections where it is determined by an
engineering study that right-of-way control and asssignment is
necessary.
SECTION 61.4.13. NO PARKING - STREET SWEEPING.

The City Traffic Engineer is authorized to place
“No Parking Street Sweeping” signs on those streets where it is
determined by an engineering study that such control is necessary to maintain
proper sanitation standards in the public right-of-way.
ARTICLE 5 - PEDESTRIANS
SECTION 61.5.1. ESTABLISHMENT OF CROSSWALKS.
a) The City Traffic Engineer shall establish, designate and maintain marked
crosswalks at intersections and other places by appropriate devices, marks or
lines upon the surface of the roadway, as follows:
1) Crosswalks shall be established and maintained at intersections and at
other places, where the City Traffic Engineer determines that there is
particular hazard to pedestrians crossing the roadway, subject to the limitation
contained in subsection b) of this Section.
b) Other than crosswalks at intersections, no crosswalk shall by
established in any block which is less than four hundred (400) feet in length.
Elsewhere, not more than one (1) additional crosswalk shall be established in
any one (1) block and such crosswalk shall be located as nearly as practicable
in mid-block.
SECTION 61.5.2. USE OF CROSSWALKS IN BUSINESS DISTRICTS.
No pedestrian shall cross a roadway other than by a crosswalk except where
access to crosswalks is limited so as to make crossing at a crosswalk
unreasonable.
SECTION 61.5.3. CROSSING ROADWAYS AT RIGHT ANGLES.
No pedestrian shall cross a roadway at any place other than by a route at
right angles to the curb or by the shortest route to the opposite curb except in
a marked crosswalk.
SECTION 61.5.4. STANDING IN ROADWAYS.
Notwithstanding other provisions of this Code, when there is a sidewalk
available, no person shall stand in any roadway, other than in a safety zone or
in a crosswalk, if such action interferes with the lawful movement of traffic.
Where there is no sidewalk available pedestrians must walk as close to the side
of the roadway as is possible.
SECTION 61.5.5. USE OF CENTER DIVIDER.

a) No person shall use a painted or raised median or center divider of a
publicly maintained roadway for sales of goods or services, advertising,
solicitation, distribution of information or literature, picketing or any
purpose other than those specified in subsection b) hereof.
b) Nothing herein shall be construed to prohibit any person who is
otherwise lawfully engaged in crossing a publicly maintained roadway from
temporarily stopping on a median or center divider to permit motor vehicles to
pass.
ARTICLE 6 - STOPPING, STANDING AND PARKING
SECTION 61.6.1. APPLICATION OF ARTICLE.

a) The provisions of this Article prohibiting the stopping, standing or
parking of a vehicle shall apply at all times, or at those times herein
specified, except when it is necessary to stop a vehicle to avoid conflict with
other traffic or in compliance with the directions of a police officer, or
traffic control device.
b) The provisions of this Article imposing a time limit on standing or
parking shall not relieve any person from the duty to observe other and more
restrictive provisions of the State Vehicle Code or the ordinances of this City,
prohibiting or limiting the standing or parking of vehicles in specified places
or at specified times.
c) Whenever the City Traffic Engineer determines upon the basis of a
traffic study and engineering principles that the limiting or prohibiting of
stopping, standing or parking of vehicles on any city street is necessary, he
may designate any city street or portion thereof accordingly, and shall install
appropriate signs giving notice thereof. He may designate any city street on
which vehicles cannot stop and are subject to TOW AWAY for violation when
appropriate signs are posted giving notice thereof.
SECTION 61.6.2. STOPPING OR PARKING IN PARKWAYS.
No person shall stop, stand or park a vehicle within any
parkway.
SECTION 61.6.3. AUTHORITY OF POLICE TO IMPOUND VEHICLES.

a) Any vehicle which has been parked or left standing upon any street or
highway for seventy-two (72) hours may be removed by any police or services
officer of the City by towage or otherwise and stored in a public garage in the
City. The expense of towing and storing any vehicle found parked in violation of
this Chapter shall be borne by the person violating this Chapter or the legal
owner thereof.
b) Whenever any police or services officer removes a vehicle as authorized
in this Section, such officer shall give the notices thereof as provided in
Section 22852 of the Vehicle Code of the State of California.
SECTION 61.6.4. PARKING VEHICLES IN EXCESS OF SEVENTY-TWO (72) HOURS.

No person shall park or leave standing, or cause to
have parked or left standing, any vehicle on any street in the City for
seventy-two (72) or more consecutive hours. This provision shall not be
construed to authorize parking in excess of the regulatory time period otherwise
provided in this Chapter and all amendments thereto.
SECTION 61.6.5. PARKING FOR PURPOSES OF DISPLAY OR REPAIR.
No person shall park a vehicle upon any roadway for the principal purpose
of:
a) Displaying such vehicle for sale;
b) Washing, greasing or repairing such vehicle except repairs necessitated
by an emergency.
SECTION 61.6.6. PARKING ON LEFT-HAND SIDE OF ROADWAY
a) Subject to other and more restrictive limitations, a vehicle may be
stopped or parked within eighteen (18) inches on the left-hand curb facing in
the direction of traffic movement upon any one-way street unless signs or
markings or both are in place prohibiting such stopping or standing.
b) In the event a highway includes two (2) or more separate roadways and
traffic is restricted to one direction upon any such roadway, no person shall
stand or park a vehicle upon the left-hand side of such one-way roadway unless
signs are in place permitting such standing or parking.
c) The City Traffic Engineer is authorized to determine when standing or
parking shall be prohibited upon the left-hand side of any one-way street or
when standing or parking may be permitted upon the left-hand side of any one-way
roadway of a highway having two (2) or more separate roadways and shall erect
signs giving notice thereof.
SECTION 61.6.7. ANGLE PARKING.
Whenever any provisions of this Code or other ordinance of this City
designates and describes any street or portion thereof upon which angle parking
shall be permitted, the City Traffic Engineer shall mark or sign such street
indicating the angle at which vehicles shall be parked.
SECTION 61.6.8. METHOD OF PARKING IN PLACES WHERE PERMITTED.
a) When signs or markings are in place indicating angle parking as herein
provided, no person shall park or stand a vehicle other than at the angle to the
curb or edge of the roadway indicated by such signs or markings.
b) When signs or markings are in place indicating parallel parking, no
person shall park or stand a vehicle other than as indicated by such signs or
markings.
c) No person driving, or in control of, or in charge of a motor vehicle
shall permit it to stand on any highway unattended when upon any grade exceeding
three (3) percent within any business or residence district, without blocking
the wheels of said vehicle by turning them against the curb or by other
means.
SECTION 61.6.9. PARKING ADJACENT TO SCHOOLS.
The City Traffic Engineer is hereby authorized to erect signs indicating
no parking upon that side of any street adjacent to any school property when
such parking would, in his opinion, interfere with traffic or create a hazardous
situation.
SECTION 61.6.10. PARKING ON NARROW STREETS.

a) The City Traffic Engineer is hereby authorized to place signs or
markings indicating no parking upon any street when the width of the roadway is
less than twenty-seven (27) feet, or upon one side of a street as indicated by
such signs or markings when the width of the roadway is less than thirty-four
(34) feet.
b) When official signs or markings prohibiting parking are erected upon
narrow streets as authorized herein, no person shall park a vehicle upon any
such street in violation of any such sign or marking.
SECTION 61.6.11. PARKING PROHIBITED IN SPECIFIED PLACES WHEN SIGNS, ETC. ERECTED.
The City Traffic Engineer shall appropriately sign or mark the following
places and when so signed or marked no person shall stop, stand or park a
vehicle.
a) At any place within twenty (20) feet of a point on the curb immediately
opposite the mid-block end of a crosswalk.
b) At any place within twenty-five (25) feet of an intersection in any
business district except that a bus may stop at a designated bus stop.
c) Within twenty-five (25) feet of the approach to any traffic signal,
boulevard stop sign, or official electric flashing device.
d) At any place where the City Traffic Engineer determines that it is
necessary in order to eliminate unusual traffic hazard.
SECTION 61.6.12. PARKING OF VEHICLES, CARTS, ETC. FROM WHICH FOODSTUFFS, ETC. ARE SOLD; REGULATIONS.
Except as otherwise provided in the following section, no person shall
stand or park any vehicle, wagon or pushcart from which goods, wares,
merchandise, fruits, vegetables or foodstuffs are sold, displayed, solicited or
offered for sale, or bartered or exchanged, or any lunchwagon or eating cart or
vehicle, on any portion of any street within this City, except that such
vehicles, wagons or pushcarts may stand or park only at the request of a bona
fide purchaser for a period of time not to exceed ten (10) minutes at any one
place. The provisions of this Section shall not apply to persons delivering such
article upon order of, or by agreement with a customer from a store or other
fixed place of business or distribution.
SECTION 61.6.13. EMERGENCY NO PARKING SIGNS.
a) Whenever the City Traffic Engineer shall determine that an emergency
traffic congestion is likely to result from the holding of public or private
assemblages, gatherings or functions. or for other reasons, the City Traffic
Engineer shall have power and authority to order temporary signs to be erected
or posted indicating that the operation, parking or standing of vehicles is
prohibited on such streets and alleys as the City Traffic Engineer shall direct
during the time such temporary signs are in place. Such signs shall remain in
place only during the existence of such emergency and the City Traffic Engineer
shall cause such signs to be removed promptly thereafter.
b) When signs authorized by the provisions of this Section are in place
giving notice thereof, no person shall operate, park or stand any vehicle
contrary to the directions and provisions of such signs.
c) When any vehicle is illegally parked as herein above described, any
police officer or other authorized person may remove said vehicle from said
street or alley; provided, however, that said emergency no parking signs
together with notice of removal of vehicle for violation thereof shall have been
erected or placed at least twenty-four (24) hours prior to said
removal.
SECTION 61.6.14. PARKING IN FRONT OF ENTRANCES AND EXITS OF THEATRES, DANCE HALLS, PUBLIC HALLS OR ASSEMBLY ROOMS PROHIBITED; EXCEPTIONS.
It shall be unlawful for any person to park, or cause to be parked, any
vehicle in front of the entrance to or exit from any theatre, dance hall, public
hall or assembly room within the City where such entrance or exit opens directly
on the public walk, provided, however, that the provisions of this Section shall
not apply to a vehicle loading or unloading passengers when such passengers
intend to enter any such theatre, dance hall, public hall or assembly room, or
to pick up passengers directly in front of such theatre, dance hall, public hall
or assembly room, who, at the time of the approach of such vehicle, are awaiting
transportation from such position.
SECTION 61.6.15. CURB MARKINGS TO INDICATE PARKING.

The City Traffic Engineer is hereby authorized,
subject to the provisions and limitations of this Chapter to place, and when
required herein shall place the following curb markings to indicate parking or
standing regulations. Such curb marking shall have the meanings as herein set
forth.
a) Red shall mean no stopping, standing or parking at any time except as
permitted by the Vehicle Code, and except that a bus may stop in a red zone
marked or signed as a bus zone.
b) Yellow shall mean no stopping, standing or parking at any time between
7:00 a.m. and 6:00 p.m. of any day except Sundays and legal holidays for any
purpose other than the loading or unloading of passengers or materials;
provided, that the loading or unloading of passengers shall not consume more
than three (3) minutes nor the loading or unloading of materials more than
twenty (20) minutes.
c) White shall mean no stopping, standing or parking for any purpose other
than loading or unloading of passengers, which shall not exceed three (3)
minutes and such restrictions shall apply between 7:00 a.m. and 6:00 p.m. of any
day except Sundays and legal holidays and except as follows:
1) When such zone is in front of a hotel, the restrictions shall apply at
all times;
2) When such zone is in front of a theatre, the restrictions shall apply at
all times except when such theatre is closed.
d) Green shall mean no standing or parking for a period of time longer than
twenty (20) minutes at any time between 8:00 a.m. and 6:00 p.m. of any day
except Sundays and legal holidays.
e) Blue shall mean parking limited exclusively to the vehicles of
physically handicapped persons displaying specified distinguishing license
plates.
SECTION 61.6.16. UNAUTHORIZED PAINTING OF CURBS.
No person, unless authorized by the City Traffic Engineer shall paint any
street or curb surface; provided, however, that this Section shall not apply to
the painting of numbers on a curb surface by any person who has complied with
the provisions of any resolution or ordinance of the City pertaining
thereto.
SECTION 61.6.17. PARKING IN VIOLATION OF PRECEDING SECTION.
When the City Traffic Engineer, as authorized under the provisions of the
preceding Section, has caused curb markings to be placed, no person shall stop,
stand or park a vehicle adjacent to any such legible curb marking in violation
of any of the provisions of the preceding Section.
SECTION 61.6.18. LIMITED PARKING HOURS.

When authorized signs are in place
giving notice of limited parking hours, no person shall stop, stand or park any
vehicle contrary to the directions and provisions of such signs.
SECTION 61.6.19. RESTRICTED PARKING DUE TO WEIGHT.
It shall be unlawful for any person to park any motor or other vehicle on
any roadway in the city for a greater period than one (1) hour if the total
weight of such vehicle and load thereon exceeds eight thousand (8,000)
pounds.
SECTION 61.6.20. PERMIT FOR LOADING AND UNLOADING BY BACKING TO CURB.
The head of the Traffic Division is authorized to issue special permits to
permit the backing of a vehicle to the curb for the purpose of loading or
unloading merchandise or materials subject to the terms and conditions of such
permit. Such permits may be issued either to the owner or lessee of real
property or to the owner of the vehicle and shall grant to such person the
privilege as therein stated and authorized herein, and it shall be unlawful for
any permittee or other person to violate any of the special terms and conditions
of any such permit.
SECTION 61.6.21. AUTHORITY TO DETERMINE AND MARK ZONE.
a) The City Traffic Engineer is hereby authorized to determine and to mark
loading zones and passenger loading zones as follows:
1) At any place in any business district;
2) Elsewhere in front of the entrance to any place of business or in front
of any hall or place used for the purpose of public assembly.
b) In no event shall more than one-half (1/2) of the total curb length in
any block be reserved for loading zone purposes.
c) Loading zones shall be indicated by a yeallow paint line stenciled with
black letters, LOADING ONLY, upon the top of all curbs within such zones.
d) Passenger loading zones shall be indicated by a white line stenciled
with black letters, PASSENGER LOADING ONLY, upon the top of all curbs in such
zones.
e) Handicapped persons parking zones shall be indicated by a blue curb
marking within such zones.
SECTION 61.6.22. RESTRICTIONS AND TIME LIMITS UPON PERMISSION TO LOAD OR UNLOAD.
a) Permission granted under the provisions of this Chapter, to stop or
stand a vehicle for purposes of loading or unloading of materials shall apply
only to commercial vehicles and shall not extend beyond the time necessary
therefor, and in no event for more than twenty (20) minutes.
b) The laoding or unloading of materials shall apply only to commercial
deliveries, also the delivery or pickup of express and parcel post packages and
United States Mail.
c) Permission granted under the provisions of this Chapter to stop or park
for purposes of loading or unloading passengers shall include the loading or
unloading of personal baggage, but shall not extend beyond the time necessary
therefor and in no event for more than three (3) minutes.
d) Within the total time limits above specified, the provisions of this
Section shall be enforced so as to accommodate necessary and reasonable loading
or unloading but without permitting abuse of the privileges hereby
granted.
SECTION 61.6.23. STOPPING, ETC. IN YELLOW LOADING ZONES.
No person shall stop, stand or park a vehicle in any yellow loading zone
for any purpose other than loading or unloading passengers or material for such
time as is permitted in the preceding section.
SECTION 61.6.24. STOPPING, ETC. IN PASSENGER LOADING ZONES.
No person shall stop, stand or park in a passenger loading zone for any
purpose other than the loading or unloading of passengers for such time as is
specified in Section 61.6.22.
SECTION 61.6.25. BETWEEN 8 A.M. AND 8 P.M. FOR PERSONS ENGAGED IN WHOLESALE OR RETAIL BUSINESS PROHIBITED; EXCEPTIONS.
It shall be unlawful for any person, whether acting as principal, agent or
employee, or in any other legal capacity, to load or unload from any motor
vehicle between the hours of 8:00 a.m. and 8 p.m. of any day, any goods, wares
or merchandise of any size or character received or shipped by any person
engaged in any wholesale or retail business in the City, upon any public highway
in the City, except the public alleys in the City where the building in which
such business is being conducted has a rear entrance on such alley or
alleys.
SECTION 61.6.26. BUS ZONES.
a) Authority to Establish. The City Traffic Engineer is hereby authorized
to establish bus zones opposite curb space for the loading and unloading of
buses or common carriers of passengers and to determine the location thereof
subject to the directives and limitations set forth in this Section.
b) Length. No bus zone shall exceed eighty (80) feet in length except that
when satisfactory evidence has been presented to the City Traffic Engineer
showing the necessity therefor, the City Traffic Engineer may extend bus zones
not to exceed a total length of one hundred (100) feet.
c) Location Near Intersections. Bus zones shall normally be established on
the far side of an intersection.
d) Curb Markings. The City Traffic Engineer shall cause to be painted, a
red line stenciled with the words, BUS ZONE, upon the top or side of all curbs
and places specified as a bus zone.
e) Stopping, etc. in Zones. No person shall stop, stand or park any vehicle
except a bus in a bus zone.
SECTION 61.6.27. STOPPING IN ALLEYS.

No person shall stop, stand or park a vehicle in any
alley for any purpose other than the loading or unloading of persons or
materials.
SECTION 61.6.28. PARKING ON PUBLIC AND PRIVATE PROPERTY.
(Added by O-1968; Amended by O-3060)
a) No person other than a public officer or employee acting within the
scope of his employment in the performance of a duty imposed by law, shall park
any vehicle, whether attended or unattended, in any private driveway or upon any
public or private property, except a highway, without the express or implied
consent of the owner or person in lawful possession of such driveway or
property. This Section does not prohibit any act, either expressly authorized or
expressly prohibited, by either Section 602 of the Penal Code or Section 21113
of the Vehicle Code of the State of California, or by any other State law.
b) The signs prohibiting public parking and indicating that vehicles will
be removed at the owner’s expense, which signs are required by Vehicle
Code Section 22658(a) to be displayed on private property prior to the removal
of an illegally parked vehicle therefrom by the owner or person in lawful
possession of such property, shall be not less than seventeen (17) inches by
twenty-two (22) inches in size, with lettering not less than one (1) inch in
height.
SECTION 61.6.29. STOPPING, ETC. IN HANDICAPPED PERSON ZONE.

No person, other than a handicapped person whose
vehicle displays specified distinguishing license plates, shall stop, stand or
park a vehicle in a parking stall designated for handicapped persons only. Such
designation shall be made by HANDICAPPED ONLY pavement markings, and/or a sign
posted immediately adjacent to each stall or space which consists of a profile
view of a wheel chair with occupant in white on a blue background and/or a blue
painted curb.
SECTION 61.6.30. STREET CLOSURES.

No person shall stop, stand or park a vehicle either
upon any portion of roadway temporarily closed pursuant to Chapter 9 of Division
3 of this Code, or adjacent to either side of any barricade erected therefor;
provided, however, that the provisions of this Section shall not apply to the
loading or unloading of material.
SECTION 61.6.31. REGULATING VEHICLE HABITATION ON PUBLIC STREETS.

No person shall use any vehicle parked or standing
upon any public street, alley, right-of-way, public park or other public
property for the purpose of living, sleeping, cooking, bathing or housekeeping;
provided, however that no person shall be found in violation of this section who
sleeps in a vehicle in an emergency for a period of time not to exceed twelve
(12) hours in any thirty (30) day period where parking is not otherwise
prohibited.
For purpose of this section the term “vehicle” shall
include any boat and any device, operable or inoperable, with or without wheels,
by which any person or property may be propelled, moved or drawn upon any street
or highway including, but not limited to, automobiles, mobile homes, house
trailers and camper trailers.
SECTION 61.6.32. RESIDENTIAL PERMIT PARKING.

Residential permit
parking districts are hereby established within the City and are composed
of:
a) Those streets bounded by Maple Avenue on the west, including the east
side of Maple Avenue, Maricopa Street on the north, including the south side of
Maricopa Street, Crenshaw Boulevard on the east, including the west side of
Crenshaw Boulevard and Torrance Boulevard on the south, including both sides of
the service road. Within this residential permit parking district, there will be
two (2) hour parking during the hours of 6:00 A.M. to 8:00 P.M., Monday through
Friday excluding holidays.
b) Pacific Coast Highway service road east of Crenshaw Boulevard, including
the south side only. Within this residential permit parking district, there
will be no stopping any time.
c) Newton Street, including only the south side, between Loytan Street and
Denny Road, Loytan Street, Bigelow Road, and Denny Road between Newton Street
and Dalemead Street, Weston Road between Newton Street and Winlock Road,
Dalemead Street between Tandem Way and Rolling Hills Way, Dahana Street north of
Dalemead Street and Pacific Coast Highway service road west of Rolling Hills
Way. Within this residential permit parking district, there will be no parking
during the hours of 6:00 A.M. to 6:00 P.M., Monday through Saturday excluding
holidays.
d) Atkinson Avenue, Ardath Avenue and Wilkie Avenue between Redondo Beach
Boulevard and 166th Street, Chanera Avenue between 164th Street and 166th
Street, Casimir Avenue between 163rd Street and 164th Street, Redondo Beach
Boulevard, including both sides of the service road between Atkinson Avenue and
Wilkie Avenue, 162nd Street east of Wilkie Avenue, 163rd Street between Atkinson
Avenue and
e) Casimir Avenue, 164th Street between Crenshaw Boulevard and Casimir
Avenue and 166th Street between Crenshaw Boulevard and Wilkie Avenue. Within
this residential permit parking district, there will be no parking during the
hours of 7:00 A.M. to 8:00 P.M. Monday through Friday excluding holidays.
Exempted from these limitations are the vehicles of those residents of the
districts, or guests, which display a sign, sticker or other identification that
has been issued by the City of Torrance.
The vehicles displaying a sign, sticker or other identification that has
been issued by the City of Torrance will not be construed to be a permit of or
approval of, any violation of any other provisions of this Code or any other law
or regulation.
SECTION 61.6.33. NO STOPPING--MARICOPA STREET.

There shall be no stopping any time along the north
side of Maricopa Street, for west bound traffic, between Crenshaw Blvd. and
Hawaii Ave.
ARTICLE 7 - WIDTH OF VEHICLE AND LOAD
SECTION 61.7.1. OUTSIDE WIDTH OF VEHICLE AND LOAD.
In accordance with the provisions of Section 35105 of the State Vehicle
Code, a total outside width of vehicle and load in excess of the limits set
forth in Section 35100 of said Code is hereby permitted when such vehicle is
used exclusively within the boundary limits of the City, but such width shall
not exceed one hundred eight (108) inches.
ARTICLE 8 - CLOSING OR RESTRICTING USE OF CITY STREETS
SECTION 61.8.1. AUTHORITY TO CLOSE OR RESTRICT USE OF CITY STREETS.

The City Manager may restrict the use of,
or close, any City street whenever he considers such closing or restriction of
use necessary:
a) For the protection of the public;
b) For the protection of such streets from damage during storms or during
construction, improvement or maintenance operations thereon.
SECTION 61.8.2. PUBLIC NOTIFICATION OF CLOSED OR RESTRICTED CITY STREETS.
To notify the public that a City street is closed or its use restricted,
the City Manager may:
a) Erect suitable barriers or obstructions upon such streets;
b) Post warnings and notices of the condition of any such street;
c) Post signs for the direction of traffic upon it, or to or upon any other
street or detour open to public travel;
d) Place warning devices on such street;
e) Assign a flagman to warn, detour or direct traffic on such
street.
ARTICLE 9 - TRUCK ROUTES (Added by O-1441; Amended by O-1618; O-1804; O-1976; O-2335)
SECTION 61.9.1. COMMERCIAL VEHICLES; LOAD LIMITS ON STREETS.
a) Any commercial vehicle exceeding the maximum gross weight of eight
thousand (8,000) pounds is hereby prohibited from using any street in the City
of Torrance except as hereinafter provided.
b) A commercial vehicle is a vehicle of a type required to be registered
under the Vehicle Code of the State of California used or maintained for the
transportation of persons for hire, compensation, or profit or designed, used
and maintained primarily for the transportation of property.
c) Passenger vehicles which are not used for the transportation of persons
for hire, compensation, or profit and house cars are not commercial
vehicles.
SECTION 61.9.2. TRUCK ROUTES ESTABLISHED.

Any commercial vehicle exceeding the maximum gross
weight of eight thousand (8,000) pounds may use the following:
a) Anza Avenue between the northerly City limits and Sepulveda
Boulevard;

f) Crenshaw Boulevard between the northerly and southerly City
limits;
g) Del Amo Boulevard between the westerly City limits and Hawthorne
Boulevard;
h) Hawthorne Boulevard between the northerly and southerly City
limits;
i) Lomita Boulevard between the easterly City limits and Hawthorne
Boulevard;
j) Pacific Coast Highway between the easterly and westerly City
limits;
k) Palos Verdes Boulevard between the southerly City limits and Sepulveda
Boulevard;
l) Redondo Beach Boulevard (eastbound only) between the easterly and
westerly City limits;
m) Sepulveda Boulevard between the easterly and westerly City limits;
n) Torrance Boulevard between the easterly and westerly City limits;
o) Van Ness Avenue between 190th Street and Torrance Boulevard;
p) Western Avenue between the northerly and southerly City limits;
q) 182nd Street from Crenshaw Boulevard easterly to the San Diego
Freeway;
r) 190th Street between the easterly and westerly City limits;
s) Prairie Avenue between 190th Street and Del Amo Boulevard;
t) Del Amo Boulevard between Prairie Avenue and Maple Avenue;
u) Maple Avenue between Del Amo Boulevard and Maricopa Street.
The
intention of this Article is to provide passage routes in the City of Torrance
for commercial vehicles exceeding eight thousand (8,000) pounds on the foregoing
streets only. The City of Torrance shall cause to be erected and maintained
appropriate signs within the City designating as truck routes those streets over
which commercial vehicles exceeding eight thousand (8,000) gross pounds may be
driven. This Article shall be effective at such time as said signs have been
erected. The City Clerk shall keep and maintain accurate maps available to the
public setting out streets upon which traffic is permitted by commercial
vehicles exceeding eight thousand (8,000) gross pounds.
SECTION 61.9.3. EXCEPTIONS.
Notwithstanding any other provisions of this Article, nothing herein shall
be deemed to prohibit any vehicle from traveling on a restricted street
if:
a) The vehicle is operating as a public passenger carrier under a
certificate of convenience and necessity issued under the authority of the
Public Utilities Code.
b) The street being driven upon is included in the national system of
interstate or defense highways unless such restriction on said highway be
approved by the California Highway Commission by a four-fifths vote.
c) The street is a State highway and this Article has not been approved in
writing by the State of California Department of Public Works.
d) The vehicle involved is a vehicle coming from an unrestricted street
having ingress and egress, by direct route, to and from a restricted street when
necessary for the purpose of transporting its occupants or of making pickups and
deliveries of goods, wares or merchandise from or to any building or structure
located on the restricted street or for the purpose of delivering materials to
be used in the actual and bona fide repair, alteration, remodeling or
construction of any building or structure upon the restricted street, for which
a building permit has previously been obtained.
e) The vehicle is owned by a public utility or a licensed contractor while
necessarily in use in the construction, installation or repair of any public
utility.
f) The vehicle involved is owned, leased, operated or controlled by any
licensed contractor while necessarily in use in the construction, maintenance or
repair of a public works project or by any highway carrier regulated by the
Public Utilities Commission while transporting any materials to or from a public
works project when the bids were opened prior to the adoption of this Article
unless an alternate direct route is provided substantially within the City by
the City of Torrance.
ARTICLE 10 - SPEED LIMITS

movement of vehicular traffic within the City, the prima facie speed limits
shall be as follows:
SECTION 61.10.1. TWENTY-FIVE MILES PER HOUR.

The prima facie speed limit shall be fifty-five (55) miles per hour on the

ARTICLE 11 - CIVIC CENTER PARKING (Added by O-2347)
SECTION 61.11.1. STOPPING, PARKING OR STANDING ON DRIVEWAYS, PATHS OR GROUND PROHIBITED.
No person shall drive any vehicle or animal nor shall any person stop,
park or have standing any vehicle or animal, whether attended or unattended,
upon the driveways, paths or grounds of the Civic Center of the City of Torrance
in violation of the regulations imposed by this Article.
SECTION 61.11.2. TRAFFIC CONTROL DEVICES; CITY TRAFFIC ENGINEER TO PLACE AND MAINTAIN.
The City Traffic Engineer shall have exclusive power and duty to place and
maintain, or cause to be placed and maintained, official traffic control devices
upon the Civic Center.
SECTION 61.11.3. OTHER CODES SHALL APPLY.
All applicable sections of the California Vehicle Code and Torrance
Municipal Code relating to vehicular movement upon public streets or highways
shall apply to the Civic Center area.
SECTION 61.11.4. MAPS TO BE ON FILE WITH CITY CLERK.
A map of the Civic Center showing all such restrictions and controls shall
be kept on file in the Office of the City Clerk.
SECTION 61.11.5. PARKING BY PERMIT ONLY; UNAUTHORIZED VEHICLES.
No unauthorized vehicle shall be stopped, parked or left standing between
the hours of 7:00 A.M. to 5:00 P.M., Monday through Friday in any parking stall
in the Civic Center marked and reserved for permit parking only.
SECTION 61.11.6. PARKING STALLS RESERVED.
No unauthorized vehicle shall be stopped, parked or left standing at any
time in a parking stall in the Civic Center marked and reserved for specific
vehicles or persons.
SECTION 61.11.7. SIGNS AND CURB MARKINGS TO INDICATE PARKING.
No vehicle shall be stopped, parked or left standing at any time along
roadways, driveways, entrances or where specific signs or curb markings indicate
the prohibition of said action in the Civic Center.
SECTION 61.11.8. SPEED LIMIT.
No vehicle shall be operated in the Civic Center area at a speed in excess
of fifteen (15) miles per hour.
SECTION 61.11.9. AUTHORITY TO REMOVE UNLAWFUL VEHICLES.

When any vehicle is parked or left standing in a
manner which constitutes a violation of this Article, any police or services
officer of the City of Torrance may cause the removal of such vehicle to any
public garage.
ARTICLE 12 - OVERSIZED VEHICLES AND TRAILERS (Added by O-3686)
SECTION 61.12.010. DEFINITIONS.
The following definitions will govern the construction of the words and
phrases used in this Article:
“Oversized Vehicle” shall mean any
vehicle, as defined by Section 670 of the California Vehicle Code, or
combination of vehicles, which exceeds twenty (20) feet in length, seven (7)
feet in width, or eight (8) feet in height, exclusive of projecting lights or
devices allowed by Section 35109 or 35110 of the California Vehicle Code, as may
be amended. Oversized Vehicle does not include pickup trucks or sport utility
vehicles, which are less than twenty-five (25) feet in length and eighty-two
(82) inches in height.
“Trailer” shall mean a trailer,
semitrailer, camp trailer (including tent trailers), unmounted camper, or
trailer coach as defined in Sections 242, 243, 550, 630, 635, and 636 of the
California Vehicle Code, or fifth-wheel travel trailer, as defined in Section
324 of the Vehicle Code.
SECTION 61.12.020. PARKING OF OVERSIZED VEHICLES AND TRAILERS.
a) No person shall park or leave standing any Oversized Vehicle upon any
public street or highway in the City.
b) No person shall park or leave standing any Trailer, regardless of length
or width, upon any public street or highway in the City.
SECTION 61.12.030. EXCEPTIONS.
The prohibitions contained in Section 61.12.020 shall not apply to any of
the following:
a) Oversized Vehicles or Trailers for which an Oversized Vehicle Parking
Permit has been issued for a resident or an out-of-town visitor, in accordance
with Section 61.12.050;
b) Any Oversized Vehicle or Trailers displaying a valid Oversized Vehicle
Handicap Parking Permit issued pursuant to Section 61.12.090;
c) Oversized Vehicles or Trailers parked or left standing as a result of a
mechanical breakdown so as to allow the performance of emergency repairs on the
vehicle for a period not to exceed seventy-two (72) hours;
d) Commercial vehicles making pickups or delivery of goods, wares or
merchandise, or while providing services to a residence, including, but not
limited to, yard maintenance, pool care and maintenance, repair and construction
services;
e) Tow trucks and similar vehicles that are in the course of providing
services;
f) Public or utility vehicles and trailers that are in the course of
providing services;
g) Any public emergency vehicle.
SECTION 61.12.035. REGISTRATION OF OVERSIZED VEHICLES OR TRAILERS.
a) Each person registering an Oversized Vehicle or Trailer with the City
must file with the City a completed application containing the following:
1) The name, address, and phone number of the registered owner of
designated Oversized Vehicle or Trailer;
2) The name, address, and phone number of the applicant for the
permit;
3) Proof of residency:
a) Acceptable proof of residency must be current and must include the
following:
California Driver’s License or California Identification
Card and one of the following:
Property Tax Bill or Public Utility Bill
(telephone bills are not acceptable);
4) The registration from the California Department of Motor Vehicles for
the Oversized Vehicle or Trailer that shows the Oversized Vehicle or Trailer is
registered in the City of Torrance;
5) The license number, make, and model of designated Oversized Vehicle or
Trailer;
6) Additional information the Police Department may require;
The applicant must sign the application under penalty of perjury.
b) The City will issue Oversized Vehicle Resident Registration Stickers to
people who meet the requirements listed above. The Oversized Vehicle Resident
Registration Stickers will be displayed on the street side of the bumper of an
Oversized Vehicle or the bumper area of a Trailer so it is clearly visible from
the street, which is usually the left side.
SECTION 61.12.037. OVERSIZED VEHICLE RESIDENT REGISTRATION STICKERS — FEES.
Oversized Vehicle Resident Registration Stickers will be issued upon
payment of a fee that will be set by resolution of the City Council.
SECTION 61.12.040. OVERSIZED VEHICLE PARKING PERMITS.
a) The purpose of authorizing the issuance of Oversized Vehicle Parking
Permits is to give owners of Oversized Vehicles and Trailers the opportunity,
for a limited time, to park the Oversized Vehicle or Trailer on a public street
or highway directly in front of (or the side of the property if it is a corner
lot) their residence, and to allow an out-of-town visitor who owns an Oversized
Vehicle or Trailer to park on a public street or highway directly in front of
(or the side of the property if it is a corner lot) the residence which the
out-of-town visitor is visiting for a limited time period.
b) A resident with an Oversized Vehicle Parking Permit who does not park
their Oversized Vehicle or Trailer on a public street or highway directly in
front of (or the side of the property if it is a corner lot) their residence
will be subject to citation, towing, or both.
c) An out-of-town visitor with an Oversized Vehicle Parking Permit who does
not park their Oversized Vehicle or Trailer on a public street or highway
directly in front of (or the side of the property if it is a corner lot) the
residence which the out-of-town visitor is visiting will be subject to citation,
towing, or both.
SECTION 61.12.050. OVERSIZED VEHICLE PARKING PERMITS — ISSUANCE OF PERMITS.
a) This subsection shall apply to Oversized Vehicles and Trailers that are
registered with the City of Torrance.
1) The Police Chief or designee, is authorized to issue Oversized Vehicle
Parking Permits, pursuant to the following:
A) Each person desiring an Oversized Vehicle Parking Permit shall file
with the Torrance Police Department a completed City application form containing
the following:
1. The name, address, and phone number of the registered owner of
designated Oversized Vehicle or Trailer;
2. The name, address, and phone number of the applicant for the
permit;
3. Proof of residency:
1) Acceptable proof of residency must be
current and must include the following:
California Driver’s License or California Identification Card and
one of the following:
Property Tax Bill or Public Utility Bill (telephone bills are not
acceptable);
4. The registration from the California Department of Motor Vehicles for
the Oversized Vehicle or Trailer that shows the Oversized Vehicle or Trailer is
registered in the City of Torrance;
5. The license number, make, and model of designated Oversized Vehicle or
Trailer;
6. The dates for which the permit is requested;
7. The dates and duration of any and all Oversized Vehicle Parking Permits
issued to the applicant within the immediately preceding ninety (90) day
period;
8. Additional information the Police Department may require;
9. The applicant must sign the application under penalty of perjury.
2) Oversized Vehicle Parking Permits issued and approved by the Police
Department shall include the license plate number of the designated Oversized
Vehicle or Trailer, the date of issuance, and the day of its expiration.
3) Permits shall be displayed in the lower driver’s side of the
windshield or nearest window of the Oversized Vehicle for which it has been
issued so that it is clearly visible from the exterior of the vehicle. Permits
shall be displayed on the side of the Trailer for which it has been issued so
that it is visible from the street, which is usually the left side of the
Trailer.
4) The Police Chief or his designee is authorized to set up an oversized
vehicle parking permit call-in phone number or internet processing system.
b) This subsection shall apply to Oversized Vehicles and Trailers that are
not registered with the City (out-of-town visitor permits).
1) The Police Chief or designee, is authorized to issue Oversized Vehicle
Parking Permits, pursuant to the following:
2) Each person desiring an Oversized Vehicle Parking Permit shall file
with the Torrance Police Department a completed City application form containing
the following:
A) The name, address, and phone number of the registered owner of
designated Oversized Vehicle or Trailer;
B) The name, address, and phone number of the applicant for the
permit;
C) The registration from the California Department of Motor Vehicles, or
equivalent agency in another state, for the Oversized Vehicle or Trailer;
D) The name, address, and phone number of the resident that is being
visited;
E) The license number, make, and model of designated Oversized Vehicle or
Trailer;
F) The dates for which the permit is requested;
G) The dates and duration of any and all Oversized Vehicle Parking Permits
issued to the applicant during the current calendar year;
H) The dates and duration of any and all Oversized Vehicle Parking Permits
issued to the resident being visited during the current calendar year;
I) Additional information the Police Department may require;
J) The applicant must sign the application under penalty of perjury;
K) Oversized Vehicle Parking Permits issued and approved by the Police
Department shall include the license plate number of the designated Oversized
Vehicle or Trailer, the date of issuance, and the day of its expiration.
3) Permits shall be displayed in the lower driver’s side of the
windshield or nearest window of the Oversized Vehicle for which it has been
issued so that it is clearly visible from the exterior of the vehicle. Permits
shall be displayed on the side of the Trailer for which it has been issued so
that it is visible from the street, which is usually the left side of the
Trailer.
4) The Police Chief or his designee is authorized to set up an Oversized
Vehicle Parking Permit call-in phone number or internet processing system.
SECTION 61.12.060. OVERSIZED VEHICLE PARKING PERMITS — DURATION.
a) For Oversized Vehicles and Trailers registered with the City:
1) An Oversized Vehicle Parking Permit shall be valid for a period not to
exceed twenty-four (24) hours. An Oversized Vehicle Parking Permit will be valid
from 12:00 P.M. one (1) day until 11:59 A.M. the next day. Upon expiration of
the permit, the applicant may apply for and be granted additional Oversized
Vehicle Parking Permits if the applicant still qualifies under the conditions
set forth in this Article. An applicant may request no more than three (3)
consecutive Oversized Vehicle Parking Permits (a total of seventy-two (72) hours
of parking to load and unload) at one time. In no event shall any person
residence and/or designated Oversized Vehicle or Trailer be issued more than
twenty-four (24) Oversized Vehicle Parking Permits within any ninety (90) day
period and no more than ninety-six (96) Oversized Vehicle Parking Permits in any
calendar year.
b) For Oversized Vehicles and Trailers that are not registered with the
City under subsection (a) above (Out-Of-Town Visitor Permits).
1) An Oversized Vehicle Parking Permit shall be valid for a period not to
exceed twenty-four (24) hours. An Oversized Vehicle Parking Permit will be valid
from 12:00 P.M. one (1) day until 11:59 A.M. the next day. Upon expiration of
the permit, the applicant may apply for and be granted additional Oversized
Vehicle Parking Permits if the applicant still qualifies under the conditions
set forth in this Article. The Oversized Vehicle Parking Permit (Out-Of-Town
Visitor Permits) will be tied to the residence being visited. An applicant may
request no more than fourteen (14) consecutive Oversized Vehicle Parking Permits
at one time. In no event shall any person, residence and/or designated Oversized
Vehicle or Trailer be issued more than thirty (30) Oversized Vehicle Parking
Permits in any calendar year.
SECTION 61.12.070. OVERSIZED VEHICLE PARKING ON PUBLIC STREETS.
No person shall run electrical cords, extension cords, hoses, cables, or
other items across, above or on the parkway or sidewalk from a residential or
commercial property to an Oversized Vehicle or Trailer parked on a public
street.
SECTION 61.12.080. OVERSIZED VEHICLE PARKING PERMITS — FEES.
Oversized Vehicle Parking Permits will be issued upon payment of a fee
that will be set by Resolution of the City Council.
SECTION 61.12.090. OVERSIZED VEHICLE HANDICAP PARKING PERMITS.
a) Purpose. The purpose of authorizing the issuance of Oversized Vehicle
Handicap Parking Permits is to allow a handicapped person to park a designated
oversized vehicle on a street/highway directly in front of (or the side of the
property if it is a corner lot) their residence.
b) Requirements. In order to be eligible to receive an Oversized Vehicle
Handicap Parking Permit, the following requirements must be met:
1) The applicant must be entitled to receive a handicapped placard or
license plate pursuant to the provisions of the California Vehicle Code;
2) The oversized vehicle is the only vehicle owned by the resident and is
required to meet the daily transportation needs of the resident.
SECTION 61.12.100. OVERSIZED VEHICLE HANDICAP PARKING PERMITS — ISSUANCE OF PERMITS.
a) The Police Chief or designee, is authorized to issue Oversized Vehicle
Handicap Parking Permits, pursuant to the following:
1) Each person desiring an Oversized Vehicle Handicap Parking Permit shall
file with the Torrance Police Department a completed City application form
containing the following:
A) The name, address, and phone number of the registered owner and
applicant of designated Oversized Vehicle;
B) The license number, make, and model of designated oversized
vehicle;
C) The year for which the permit is requested;
D) The years of any and all previous Oversized Vehicle Handicap Parking
Permits issued to the applicant;
E) Additional information the Police Department may require;
F) The applicant must sign the application under penalty of perjury.
2) Oversized Vehicle Handicap Parking Permits issued and approved by the
Police Department shall include the license plate number of the designated
Oversized Vehicle, the date of issuance and the day of its expiration.
3) Permits shall be displayed in the lower driver’s side of the
windshield or nearest window of the vehicle for which it has been issued so that
it is clearly visible from the exterior of the vehicle.
SECTION 61.12.110. OVERSIZED VEHICLE HANDICAP PARKING PERMITS — DURATION.
Oversized Vehicle Handicap Parking Permits shall be valid for a period of
one (1) year, so long as the holder thereof meets the requirements of this
section relating to such permits. Permits may be renewed on an annual
basis.
SECTION 61.12.120. OVERSIZED VEHICLE HANDICAP PARKING PERMITS — FEES.
Oversized Vehicle Handicap Permits shall be issued without any
fees.
SECTION 61.12.130. PERMIT DENIAL.
A permit must be denied if the Police Chief or designee finds that:
a) The applicant or the person the applicant is visiting is not a bona fide
City resident;
b) The proposed location is not on a street directly in front of (or the
side of the property if it is a corner lot) the residence of the applicant or
the person the applicant is visiting;
c) The out-of-town visitor is not a guest of the resident;
d) Information submitted by the applicant is materially false; or
e) If the application is for an Oversized Vehicle Handicap Permit:
1) The applicant is not entitled to receive a handicap placard or license
plate under the California Vehicle Code; or
2) The Oversized Vehicle is not the applicant’s only
vehicle.
SECTION 61.12.140. VIOLATION OF ARTICLE.
a) Any person who violates any provision in this Article is guilty of an
infraction and will be subject to citation, towing, or both.
b) Every person who displays a fraudulent, forged, altered, or counterfeit
Oversized Vehicle Parking Permit or Permit number with the intent to avoid
compliance with this Article is guilty of a misdemeanor.
c) Every person who displays a fraudulent, forged, altered, or counterfeit
Oversized Vehicle Handicap Parking Permit or Permit number with the intent to
avoid compliance with this Article is guilty of a misdemeanor.
d) Every person who displays a fraudulent, forged, altered, or counterfeit
Oversized Vehicle Resident Registration Sticker with the intent to avoid
compliance with this Article is guilty of a misdemeanor.
e) Every person who forges, alters, or counterfeits an Oversized Vehicle
Parking Permit, an Oversized Vehicle Handicap Parking Permit, or an Oversized
Vehicle Resident Registration Sticker is guilty of a misdemeanor.
f) Every person who parks or leaves standing an Oversized Vehicle or
Trailer on a public street or highway without a valid Oversized Vehicle Parking
Permit or a valid Oversized Vehicle Handicap Parking Permit is guilty of an
infraction and will be subject to citation, towing, or both.
g) Every person who parks or leaves standing an Oversized Vehicle or
Trailer on a public street or highway without a valid City of Torrance Resident
Registration Sticker, except visitors with a valid Oversized Vehicle Parking
Permit, is guilty of an infraction and will be subject to citation, towing, or
both.
SECTION 61.12.150. STATE OF EMERGENCY.
The prohibitions in this Article shall not apply to the parking of any
oversized vehicle during the pendency of any state of emergency declared to
exist within the City of Torrance by the City Council.
SECTION 61.12.160. APPLICATION OF REGULATIONS.
a) The prohibitions in this Article will apply at all times, or at those
times specified, except when it is necessary to stop a vehicle to avoid conflict
with other traffic or to comply with the directions of a police officer or
official traffic control device.
b) The time limitations on standing or parking in this Article will not
relieve any person from the duty to observe other and more restrictive
provisions of the California Vehicle Code or the Torrance Municipal Code
prohibiting or limiting the standing or parking of vehicles in specified places
or at specified times.
c) Nothing in this Article will be construed to permit
vehicle habitation on a public street as prohibited by Section 61.6.31 of the
Torrance Municipal Code.
