SECTION 300. RIGHTS AND LIABILITIES.
The City of Torrance as successor in interest of the municipal corporation
of the same name, heretofore created and existing, shall own, hold, possess,
use, lease, control and in every way succeed to and become the owner of rights
and of property of every kind and nature by said existing municipal corporation,
owned, controlled, possessed or claimed, and shall be subject to all the debts,
obligations, liabilities and duties of said existing corporation.
SECTION 310. ORDINANCES CONTINUE IN FORCE.
All ordinances, resolutions and other regulations, or portions thereof, in
force at the date this Charter takes effect and not inconsistent with this
Charter, shall be and remain in force after this Charter takes effect until
changed or repealed by proper authority.
SECTION 320. PRESERVATION OF PERSONNEL RIGHTS.
Nothing in this Charter contained, except as specifically provided or as
inconsistent with this Charter, shall affect or impair the rights or privileges
of officers or employees of the City or of any office, department or agency
thereof existing at the time when this Charter shall take effect.
