Sec. 10-21. Purposes of article.



The declared purposes of this article are to provide for the conservation, control and distribution of those resources of this county which are essential to survival and recovery of individuals, government and the business economy of the county during and following a local emergency or a state of emergency, as defined in the California Emergency Services Act. Sec. 10-22. “Resources” defined.



As used in this article, the term “resources” means all foods for humans or animals and all essential survival items, services, supplies, and equipment declared to be in critical supply by the director of emergency services, during a local emergency or a state of emergency. Sec. 10-26. Duties of vendors, possessors and producers of resources.



The vendors, possessors and producers of resources as defined in Section 10-22 are prohibited from selling, giving away or otherwise disposing of controlled resources in their possession at the onset of or during a local emergency or a state of emergency except in the manner, and at the time specified, in the directives issued by the director of emergency services. Sec. 10-27. Prohibited acts; penalties.



It shall be a misdemeanor, punishable by a fine not to exceed one thousand dollars ($1,000.00) or by imprisonment not to exceed six (6) months, or both, for any person during a local emergency or state of emergency:

(a) Willfully to obstruct, hinder or delay the director of emergency services, or his agent in the enforcement of any lawful rule or regulation issued pursuant to this article, or in the performance of any duty imposed upon the director of emergency services by virtue of this article.

(b) To do any act forbidden by any lawful rules or regulations issued pursuant to this article, if such act is of such nature as to give or be likely to give assistance to the enemy, or to imperil the lives or property of inhabitants of this county, or to prevent, hinder or delay the defense or protection thereof.
